Elizabeth (Ellie) Tucker is a health operations attorney who advises health care providers on licensure, enrollment, regulatory compliance and day-to-day operational matters, with a particular focus on skilled nursing, assisted living, senior living and post-acute care.

Ellie works closely with health care organizations to navigate complex regulatory requirements, structure operations to mitigate risk and address issues involving state and federal regulatory agencies. Her practice combines operational counsel with significant experience representing clients in regulatory enforcement matters and administrative appeals.

Ellie’s practice includes:

• Advising senior living, assisted living, skilled nursing, home care, home health, hospice and other post-acute care providers on operational, compliance and regulatory matters;
• Counseling health care providers on state licensure, Medicare and Medicaid enrollment and certification requirements;
• Advising on scope-of-practice requirements for health care practitioners, including supervision arrangements for advanced practice providers;
• Representing providers in certification survey appeals and regulatory matters, from informal dispute resolution through administrative hearings and appeals;
• Advising on contract drafting, negotiation and disputes, billing and reimbursement;
• Advising on federal and state price transparency requirements for health care providers; and
• Representing skilled nursing and other health care entities in California litigation involving licensure actions and general disputes.

Before joining Hall Render, Ellie was a shareholder at an Am Law 100 firm, where she represented post-acute care organizations and a broad range of other health care providers. Her prior experience as a social worker informs her practical approach to health care law and advocacy.
