About Ritu
Ritu Kaur Cooper is a health care regulatory attorney who advises hospitals, health systems, physician groups and other health care organizations on fraud and abuse compliance, internal investigations and government enforcement matters.
She works with legal and compliance teams to navigate Stark Law, Anti-Kickback Statute and related federal requirements, helping organizations assess risk, respond to government inquiries and maintain effective compliance programs. She also leads internal investigations, including matters involving voluntary disclosures and repayment obligations.
Ritu counsels various providers such as federally qualified health care centers, behavioral health organizations and academic medical centers on building and strengthening compliance programs, including developing policies, delivering training and advising on program structure and implementation.
Ritu’s practice includes:
- Counseling providers and industry stakeholders on regulatory risk and operational compliance strategies related to the fraud and abuse laws, including the Stark Law, the Anti-Kickback Statute and Beneficiary Inducement provisions under the Civil Monetary Penalties Law.
- Advising pharmaceutical and device manufacturers as well as entities adjacent to such manufacturers on compliance with the Anti-Kickback Statute and Sunshine Act requirements;
- Conducting internal investigations and guiding voluntary disclosures and repayment processes to avoid obligations under the False Claims Act;
- Responding to government inquiries, including subpoenas, Civil Investigative Demands and Corporate Integrity Agreement obligations; and
- Developing and implementing compliance programs, policies and related compliance training.
Ritu was previously seconded to serve as Interim Compliance Officer for Beaver Dam Community Hospitals, Inc. and Interim Deputy Compliance Officer for Division II of Prime Healthcare, Inc.—experience that informs her practical, strategic approach to compliance and regulatory matters.
