Synopsis:
Wisconsin Supreme Court Decision – Liens on Settlements Due Medicaid Recipients Are Permissible – Tim Feeley and Sara MacCarthy
After harmonizing the state and federal legal framework of the Medicaid Program with Wisconsin’s Hospital Lien Statute, the Wisconsin Supreme Court concluded in July 2012 that liens filed against personal injury settlements due Medicaid-eligible patients are permissible. The presentation will include a discussion of how to properly file and docket hospital liens and a discussion of the Supreme Court’s recent decision.
Tax Matters Update– Gregory Melgares
This presentation will address the current state of the IRS Form 990 as well as the recently issued proposed regulations clarifying new requirements imposed on charitable hospitals under the Affordable Care Act. These new requirements include financial assistance policy standards, limitations on charges and limitations on billing and collection practices.
Medicare Reimbursement Update -David Snow
This presentation will provide an update on new Medicare developments affecting rural and particularly critical access hospitals, including updates on relevant aspects of recently released proposed and final rules – HOPPS, PFS, IPPS. It will also include a review of basic critical access hospital requirements, continuing issues and opportunities.
The 3408 Program: New Developments and Increasing Scrutiny – Todd Nova
The expansion of 340B Drug Discount Program eligibility to Critical Access Hospitals under the Affordable Care Act was welcomed with open arms. This expansion, along with other areas of expansion, including SCH, RRC and contract pharmacy participation, has resulted in substantially heightened Program scrutiny. This scrutiny is coming not only from HRSA, but from Senators, Congressmen and pharmaceutical manufacturers. This presentation will address the new 340B Program integrity focus, its implications for day to day operations and future 340B Program challenges.
