About Timothy

Tim Kennedy is a shareholder at Hall, Render, Killian, Heath & Lyman, P.C. and practices out of the Indianapolis office. Tim earned his undergraduate degree at Wabash College in 1980 and his law degree at Indiana University School of Law in Indianapolis in 1983. Tim's practice focuses on health care, with an emphasis on hospitals and health systems.

In addition, he has extensive experience in drafting, and lobbying for, hospital-related legislation ‒ particularly legislation regarding Medicaid reimbursement for hospitals (including Medicaid DSH payments). Tim was the principal drafter of Indiana’s Hospital Assessment Fee (“HAF”) legislation, and a principal drafter of Indiana’s Medicaid expansion legislation (known as the “Healthy Indiana Plan 2.0”). In 2015, the Governor of Indiana awarded Tim a Sagamore of the Wabash for his assistance in the development and implementation of the Healthy Indiana Plan 2.0.

In 2023, Tim was an Indiana Hospital Association "Award of Merit" Honoree.
