Tim Kennedy is a health care attorney who advises hospitals and health systems on regulatory, payment and policy matters, with particular emphasis on Medicaid reimbursement.
Tim brings decades of experience working with providers on complex health policy issues and has played a leading role in shaping hospital‑related legislation at the state level.
Tim’s practice includes:
- Advising hospitals on Medicaid reimbursement issues;
- Drafting and lobbying hospital‑related legislation;
- Counseling providers on health policy initiatives; and
- Supporting regulatory and payment strategies for health systems.
Tim was the principal drafter of Indiana’s Hospital Assessment Fee legislation and a principal drafter of Indiana’s Medicaid expansion legislation, known as the Healthy Indiana Plan 2.0. He was named an Indiana Hospital Association Award of Merit honoree in 2023.
